Maritime Labour Convention (MLC 2006) Compliance Statement

1. Nature of Wish To Sail as an intermediary
Wish To Sail is a maritime crew matching platform operated by Liberty Dreams LTD. Its principal function is to facilitate contact between qualified maritime professionals and shipping companies and maritime service providers requiring crew. Wish To Sail does not act as an employer or as a shipowner, and the final employment relationship is established directly between the candidate and the company that embarks them.
2. Scope of application of MLC 2006
The Maritime Labour Convention 2006 (MLC 2006), as amended in 2014 and 2018, establishes the minimum worldwide rights of seafarers regarding conditions of employment, accommodation, food, health, social protection and social security. The primary responsibility for MLC compliance rests with the shipowner that embarks the seafarer.
3. Wish To Sail contributions to MLC 2006 compliance
Wish To Sail contributes to MLC 2006 compliance through the following measures:
- Standard A2.4.4 — Pre-embarkation checks: Wish To Sail allows candidates to register and keep up to date their STCW certificates, medical fitness certificates, seaman's books and MLC-specific certifications. This documentation is available for shipping companies to verify candidate suitability before embarkation.
- Contractual transparency: Wish To Sail does not intervene in the contractual conditions between the candidate and the shipowner, but encourages registered companies to publish clear, MLC-compliant working conditions.
- Document verification: Wish To Sail performs basic documentary checks on candidate profiles as part of its matching service.
4. Limitations
Wish To Sail does not assume responsibilities that fall to the shipowner under MLC 2006, including without limitation:
- Negotiation or formalisation of the embarkation contract.
- Calculation and payment of wages, leave and social benefits.
- Repatriation of the seafarer.
- On-board medical assistance.
- Resolution of on-board complaints (which must be channelled through the shipowner's internal procedures and the competent maritime authorities).
5. Complaints procedure
If you are a maritime professional and consider that a company registered on Wish To Sail has infringed your labour rights, we recommend:
- Raising the complaint internally with the shipowner in accordance with their procedures.
- If the shipowner does not resolve the complaint, contacting the competent maritime authority of the vessel's flag State or of the port State.
- Additionally, you may report the situation to Wish To Sail by writing to tickets@libertydreams.co.uk. If the complaint concerns a company registered on our platform, we will assess what measures to adopt regarding that company's account.
6. STCW and certifications
Wish To Sail facilitates verification of candidates' STCW (Standards of Training, Certification and Watchkeeping) certifications. The legal validity and international recognition of these certifications rests with the competent national maritime administrations, not with Wish To Sail.
